Sorting numbers into a sequence so that we can print and cut them in the correct order

    The Problem:
I print stickers sheets with numbers on and want to be able to print and cut them so that they have the correct numbers on each sheet. (please see PDF attached).
My data merge tool will not allow a cut-collate-stack option (the software is not built to work like that). I have to create a CSV that will assume that role.

I have arranged the numbers in the correct order manually too many times and have decided to stop. Unless there is a solution using a formula in excel.

If you have any suggestions they will be gratefully received.

One final thing - the numbers have to appear in one column only!

    Thank you!

I have a not-so-pretty solution, but it requires minimal input.

In cell A1, insert your starting number (assuming 1 based on your example).

Cell B2 paste this and drag across:

Then in A2 paste and drag across/down as needed:

    Thank you mcmahobt!
I have tried the formula and it does what it says on the tin! Brilliant!!
I have uploaded my excel sheet using your formula and added some more info. Our final CSV must only have one column of data in, with the numbers sorted in the way that your formula works.... Hope that makes sense. If you have any further ideas, that would be amazing

This may be best accomplished with VBA. I was able to get a working version for one of your examples, but it would require maintenance if the format were to change for another sheet format. See attached; the green boxes need to be user inputs of the first value for each sheet.

    Thanks again mcmahobt,
I liked what you did. But it isn't quite solving the excel formula problem that I have.
I have attached a newer version of the excel file - hopefully this is a thorough explanation.
If you have any further ideas, would love to hear from you, but please don't stress otherwise.
