Bubble Chart (or other) to show size differences (to scale)

Hi,

I'm looking to create a graphic through Excel that shows a representation of size differences, to scale.

Ideally, I need a circle (99.2%) and a much smaller circle either next to or inside (0.8%). Is this do-able in Excel? I've tried using Bubble charts but have had no luck, it's asking for three sets of data and it's not obvious to me which fields are effecting the size etc.

Any help would be greatly appreciated.
