Re-ordering position by group

Application: Sailboat racing scoring
Situation: Boats are organized by fleets (1, 2, & 3). Fleet one goes first, then 2, etc.
They don't finish by fleets, however, as boats in one fleet will pass boats in other fleets.
Boats are recorded as they finish. We typically have 12-15 races with 30 or so boats.
A typical (shortened) listing would look like:
Boat Fleet
33 1
08 1
55 1
34 2
62 1
45 2
84 3
99 1
I would like to show (in a new column) the position of each boat in each fleet.
Fleet 1
1st 33
2nd 08
3rd 55
4th 62
5th 99
Fleet 2
1st 34
2nd 45
Fleet 3
1st 84
I have not been able to automate this.
