Converting a time to a value of 0-23

I have a column of times in the 24hr format xx:xx.

I would like to convert this to a single value between 0 and 23.

For example, the times 11:45, 11:29, and 11:02 should all be converted to 11.

Likewise, 0:51, 0:39, and 0:00 should be converted to 0.

I think this is fairly simple, but I cannot figure it out for some reason....

    Thanks
