    Percentile Function is not returning correct results

    I need the percentile to tell me who is in the 25% percentile. Under the rules I have to report, if you entries 1-100, the 25% percentile should be 25. Testing the function on that data set, it returns a value of 25.75. There is no data value of that. It should be 25.
    Any idea on how I can fix this?
