It might depend on the kind of format change you are trying to do. The only "chart wide" command I can think of is the "change chart type" command. So, if you have a scatter chart with markers and no lines and you want to add lines to each data series, you could go into the change chart type, and change to a scatter with markers and lines.
If you find yourself making the same formatting changes over and over, you can save a chart as a template. Then you can use that template when you create future charts to automatically apply those formatting steps to new charts. It still requires you to go through the tedious part of formatting each element individually one time while creating the template, but, once the template is created, then future charts will be less tedious to create.
One can always write VBA code to format several series. Of course, the code itself formats each series individually, but you can have the code loop through each data series. I see no advantage to this approach over the template approach, unless you make the code at least somewhat interactive (asking for user input for at least some of the data series), which, naturally, makes the code more difficult to write.
