Can't Insert/Delete Sheets in a Workbook

At the top of Excel, where you see the tabs for Home, Insert, Page Layout etc...

Look for one that says Review
The find an icon with a lock on it that says Unprotect Workbook.
Click that - enter password if it prompts for it.

Do you get any message window that opens when you 1st try and openthe workbook?
