How to format spreadsheet so zeros are not dropped?

I am trying to format my spreadsheet so zeroes at the beginning and end are not dropped.

Example

001.10
023.00

Can anyone tell me how?

If you want to keep it as text, add the prefix ' (so e.g. '001.10) or use the numberformat "text"
