Lightbulb Hide radio buttons (without using VBA)

Hi... Thank you firstly for looking into this!

I'm looking for any unique/innovative idea to help hide a set of radio buttons but without using VBA at all. I have 2 groups of radio buttons.
Group 1 has 2 values - (1) Tier based and (2) Fixed based.
    Group 2 has 4 values - (1) First, (2) Business, (3) Economy High, and (4) Economy Low.

I would like the radio buttons of Group 2 to be displayed only if Group 1's "Tier based" option has been selected. So if "Fixed based" has been selected, these should not be visible (or available for selection). I don't care if it's using Form control or ActiveX or some form of conditional formatting or simply creating a shape to put over Group 2 or any other solution; as long as I don't use VBA (due to xlsm files having issues running the macro for certain teams in the company). Appreciate if anyone can share any ideas on how to get around this problem. Thanks in advance!
