Validation list button

The validation (drop-down) list down-pointing arrowhead button is positioned in the bottom right corner of the cell. When any other cell in that row is full and stretches the height of the row, the button moves below the screen. It is hard to scroll the sheet into position to make the button available. Is it a matter of adjusting the scrolling somehow so it doesn't jump to to top of the next row? Is there a way to position the down-pointing arrowhead (triangle) in the UPPER RIGHT CORNER of the cell?
The first screenshot shows an acceptable situation:

This second screenshot shows the problem. The row stretches below the screen and makes the validation list inaccessible:

Many contributors cannot view image (PNG) files on this forum (incompatibility with some browsers). If you really need to post pictures, do it as jpegs or pdf files.

This is a problem caused by the height of the rows. The computer can't display enough rows to allow useable scrolling. The same thing will happen when columns are too wide. Horizontal scrolling becomes a problem.

I never use anything but jpeg format, but somehow my machine tricked me today. (I should have said that the button is actually position outside the bottom right corner of the cell. But I'm sure everybody using Excel knows that.) Here are the jpegs:

I think the ultimate problem is that the Excel code places the button at the bottom, rather than the top of the cell. Does it mean that I can't have cells containing (in this case long textual notes) things that expand the height of the row? Simply putting the button at the top would solve this problem. "sigh"

Just like in this forum I don't seem to have a chance to delete this accidental duplicate of my post. (Thus I chose to replace the text of the duplicate with this explanation.) "sigh" It appears that the digital technology saves as much time helping some people as it wastes the time of armies of users who are not programmers and constantly try to work around digital problems, thus employing millions of people in call centers around the globe.

Alas, I'm learning even Excel. I just limited the row height to 100. That sounds like a workable compromise. #MyHeadHurtsFromAllTheDailyInfluxOfMinutiaeDataToRemember"

I know I'm stating the obvious, but if you make the column wider, it won't need to be as high to fit in all the text - would just widening the column help?

Unfortunately, not. Limiting the height of the row will do. (The sheet is already very wide, with many columns. I've already eliminated 11 columns and created 12 sheets (one for each organization) on which those columns hold information that is interactive and automatically updated and computed when due reports come in.)
