Simple Conditional Formatting change that is not Working

I can do a basic conditional formatting to a cell and it works fine, the text becomes yellow. But when going to manage rules and changing the cell in the column to all the cells in the column they all turn yellow but only 3 of them should. No matter what I do it does this.

Anchoring issue. What happened is it applies the same conditional formatting based on the AVERAGE of the entire table. Change the formula in there to:

Word of caution: Anchoring is very important here.
