Large data set fill problem

I use a program that exports data in a format that I can easily use pivot tables with to extract the data that I need. The unfortunate problem is that it also exports in a manner that I have to do a little work with the get into a format that I can use. The main problem is that the files can be in the 10s of thousands of rows with every 10 rows needing to replace blanks with the information in the first row above it. I'm sure there is a macro to do this, but I cannot figure out how to fill, then go down one row and fill again and repeat to the end. I am attaching a sample file. Maybe someone can help me replace the "-" with the data in the row above and then move to the next all the way to the end. Thanks.

First do a find and replace. Find " - " (be sure to include the blank spaces before and after the hyphen) and replace it with nothing. Then select the two columns (excluding the rows above the top header. Then type ctrl+G and click on 'Special' and select 'Blanks'. Then all the blank cells should be selected. In the first blank cell (A4) type =A3 then hit ctrl+enter. NOT JUST ENTER. Then copy and paste values.
