Partial cell Bounding box artifacts

Hello
First time posting.
The partial bold bounding of cells are NOT active, but are getting annoying.
It is not in any new Excel sheet I start. It happens if I open with file name or open Excel first, then select file.
Sometimes it works fine for a while when first opened, then will act up latter on.
At first a week ago it was less often, but now it's worse and I'm to far along to go back.

Very basic Excel user.

Update: Looks like only when I have Filter on, in my case that is City. Turning off "Filter" clears artifacts, but as soon as a turn on my filter, selection is auto reset to all, so a non solution unfortunately and Filtering by city starts the mess all over again!
so as soon as I turn my city filter on, artifact are left again in cells wherever I click.
