Returning values from a similar named workbook with the change of a certain cell

I have an Excel workbook where I am taking data from other workbooks.
The other workbooks would be referenced
'[Energy_Efficiency_2013.xls]Energy Efficiency_States'!
and
'[Energy_Efficiency_2014.xls]Energy Efficiency_States'!

Is such a thing possible:

When A1 = 2013
B2='[Energy_Efficiency_2013.xls]Energy Efficiency_States'!$C$3

When A1 = 2014
B2='[Energy_Efficiency_2014.xls]Energy Efficiency_States'!$C$3

I am beginning to think this won't work unless the other workbooks with the data are open already (some kind of Indirect function?). Regardless, I have not been able to get this to work.

This will be used for an Indirect Match function.
