It sounds like a setting in your Excel setup. This is from Excel 2010's help manual -
1.Click the File tab.
2.Click Options, and then click the Advanced category.
3.Under Display options for this workbook, tick the "Show horizontal scroll bar" check box and "Show vertical scroll bar" check box.
4. In the same section tick "Show Sheet Tabs".
5. Click OK and save the file.
Do this while your original workbook is open and save that workbook, then save it with a new name.
