Filtered columns that sorts and sums according to a vendor and places information in cell

I have added my spreadsheet. Basically I would like to filter in column B and then grab the data in Column J. Take that data in Column J and then average it in another column. Detailed Block scale.xlsx

Put this formula in O3:

=IF(COUNTIF(B:B,N3)=0,"",AVERAGEIF(B:B,N3,J:J))

then copy down.
