You haven't applied that Custom Format to the cell. The square brackets around the h stops the time from wrapping at 24 hours, so it will display 27:30 with that custom format, instead of 3:30.

i change the format in the cell
to
custom
[H]:mm:ss
and got the correct answer
The format in the sheet was set to
time
right click on the cell
format
change to
custom
choose
[H]:mm:ss

you can use below formula
=TEXT(SUM(C2:C4),"[HH]:MM")+0
or set the formatting as [HH]:MM
