What do you mean by "CIRCLES"?
Are you talking about pie charts? or maybe Cylindrical Bars?

So instead of data bars I would rather want circles to graphically represent by data.

My problem with using charts is that I would not be able to insert it into each corresponding cell.
Can I not perhaps use shapes (like oval) and give it somehow a value?

With in cell charting like that? I like to think that anything is possible, but this would require more than simple excel formulas. Bars are convenient with in cell charting, because you can choose a "block" type character from your chosen font (Webdings has some choices), then use the REPT() function https://support.office.com/en-us/art...5-d656582bb061 to enter as many copies of the character as needed. With a dot/circle like you are describing, you would need to be able to change the font size dynamically. It can be done with VBA and a change/calculate event, but it is a significant step up in difficulty beyond the simple REPT() function.
I think that you are pretty much stuck as charts are not "cell content" but are floating objects. These are quite difficult to downsize to a reasonably normal cell size.
MrShorty has explained the situation rather well.
Excel 2003 I don't think has "Sparklines" which would give you limited charting to be placed within a cell.
