What you need to understand about dates and times in excel is...
a date is just a number representing the number of days passed since 1/1/900...and then formated in a way that we recognise as a date. So, for instance, today (Mon Apr 2016) is actually 42478
Time is actually a decimal part of 1 (day), so 06:00 AM is 0.25, 12 noon is 0.5 and 18:00 (or 6 PM) is 0.75
So, once you know that, the calc then just becomes a simple math problem

As Ford explained, time values in Excel are stored as fractions of a day. If I may press you to clarify your question:
Do you want to change the actual underlying "fraction of a day" value to decimal seconds? If so, then do as Alkey and sourabhg suggest and multiply the "fraction of a day" value by 86400 (the number of seconds in a day).
Or, do you want to change the appearance of the of the value from minutes to elapsed seconds? In this case, simply change the number format from hh:mm:ss to [ss]. The underlying value is still a fraction of a day (and can easily participate in other date/time computations), but the display is elapsed seconds.
