Guidance in attaching a User Form to a range of cells

I am in need of insight as to how I would go about, or a reference to learn how to attach a User Form to a range of cells. This is so I can utilize the tabs to layer information on a project overview dashboard.

Please see the attached file, and refer to the Dashboard tab. I would like to attach the form to the open area near the top so it opens and closes at the same spot each time I open the file. I would like to attach so it will scale, much like a text box if possible.

Any help would be greatly appreciated.

In your userform Initialize or Activate event add the following

however an issue you have is that the above works off the screen positions and not the sheet itself, therefore the toolbars etc will affect it.
