I know how to freeze the panes but they don't save.

You do not have to do anything special to save it..
Just freeze panes, and save the workbook.

The panes should stay the way they are when you save them - are you saying that this is not the case?

Yes, this this is the case.
Every time save and reload the freeze panes re gone.

See the file attached. I have saved it after freezing panes..
When I open it, I can see that some rows and columns are frozen so this is likely to be an issue on your PC.
Is this a shared spreadsheet? If so, try un-sharing it & see if anything changes. I recently had an issue where multiple people were sharing a spreadsheet (against my advice), and although freezing worked for some people for others all visible rows and cells were frozen and they couldn't scroll to any other cells.
I dont think Sharing has anything to do with freeze panes.. If you could attach your file that has the issue, maybe we can comment better..

when I down loaded the file it held the freeze panes.
Strange thing,
I even changed the freeze pane setting on your file and saved it.
That works.
But When I try save the freeze panes on one of my files it doesn't save the freeze panes. It saves changes in the data ok.
If I could figure out how to transfer my data to your file it should work fine.

(How to) Upload a Workbook directly to the Forum
- In the upper left pane "upload files from your computer" click the choose button and navigate to your file.
- Select the file, click "OPEN"
- Click upload in the upper right pane
- When the file is uploaded, close the file manager tab.
- Click submit.

Attach a sample workbook. Make sure there is just enough data to demonstrate your need. Include a BEFORE sheet and an AFTER sheet in the workbook if needed to show the process you're trying to complete or automate. Make sure your desired results are shown, mock them up manually if necessary.
Remember to desensitize the data.
Click on GO ADVANCED and then scroll down to Manage Attachments to open the upload window (or use the paperclip icon).
When I tried to open your file, I got an error message: Invalid Extension. I had to change it from .xlsx to .xls (in Windows explorer) to open it
I froze rows 1/2 and saved as .xlsx & reopened - ok.
I got an error too - File Format or Extension is not valid
