Exported excel file changes small point decimal numbers to large number with commas

Hi all,

I exported an excel file in which there is a column with values such as 31.26316
However when my friend exported the same excel file it converted that number to 3,126,316. When double clicking on this cell it appears to be 3126316.
Why does his excel converts the small numbers with point as decimals to large numbers with commas? Also the numbers without decimals, excel left them as it is supposed to be

This is a really frustrating problem and some help would be appreciated.

Thanks for the response,

I know about the format and also tried to change the settings in the excel file and even the setting Region and Languages in the control panel. But nothing worked.I added the files so that you can see what I mean.
