VLOOKUP issue

I have a number of VLOOKUP's on the attached spreadsheet. The ones marked in yellow do not return the data I am looking for.
The first two VLOOKUP's work but the following 3 no. (highlighted in yellow) seams to pick up the last value in the column where I am looking for a figure to match an input criteria.

Any idea why this is or what it is I am doing wrong?

Change the formula in P2 to this:

=VLOOKUP(O2,A1:B50,2,0)

then copy into R2, T2 etc. The zero (or FALSE) at the end of the function forces it to look for an exact match.
