I have a drop down list in X28 but I only want to be able to select this drop down if X24 is “Existing”
How do I do that?
If it isn’t “existing” I would like it to be grey in colour also.

See attached. I added a list of choices for Asset Requirements on your Lists sheet. Next to this list are formulas that leave the values blank if "Existing" is not selected. I added a dynamic named range called AssetReqList to refer to this list of formulas. I replaced your hard coded list in Data Validation with this named range. If all values are blank then there will be nothing available to choose in the dropdown in X28 (either all values will be present, or all will be blank).
For the second part, just use conditional formatting. You already have several conditional formatting rules so it doesn't look like you need help there.
