Creating Test Scenarios from Requirements

Hello,
I have a worksheet with groups of different data. I would like to create multiple scenarios by mixing and matching the criteria under each of the columns headers, and in some scenarios adding more than 2 pieces of data from each column

Example:

Scenario 1
Entity 10 - RC 3 - Approver $250,000 - USD - PMO Project Only - Delegated

Scenario 2
Entity 30 - RC 5, RC 2, RC 1 - Approver $5,000, Approver $100,000, Approver $250 - CDN - PMO Project, Non PMO - Not Delegated

Ideally I'm hoping to have many different scenarios created.

I created a few simple formulas to create random scenarios in the attached.

You can drag the formulas down if you need more, then if you want you can copy and paste them to somewhere else if you want a static list.
