Conditional formatting based on the conditional format of other cells

I am just starting to use conditional formatting and need some help. I added a picture below for some context. I am looking to create a conditional formatting rule that colors the town name only when both the average sale and close rate are both colored due to their own conditional formatting rules. What kind of formula would I need to do this?

You can use the AND function and combine the arguments from average sale and close rate to apply the condition to the city.
