Sort Inquiry

I have 600 row pairs (1200 rows total). The only thing unique about each pair is the file number in Column A. Below is a sample of one of theses pairs. Each of the top rows is colored in orange and represents a record with errors. Each of the bottom rows has no fill color and represents corrections for the same record. I would like to sort the 600 pairs using information from each of the top rows, but have the bottom row relocate immediately below the top row. I would like to keep the data in the rows as top and bottom to make comparing the corrections easier.

if you can include a sample of your work book that would help us out to understand to what you are trying to do. also it would be easier for you to implement that into your workbook.

Thanks! BTW, I'm using Excel 2013 with this file. Attached is a workbook called Corrections with a subset of the data.
