Can someone tell me how this worksheet is changing the unused cells? And how to recreate?

The attached file I received from outside my company. I input dummy data. Cells with data are in white and if I add something to any of the greyed cells, the white area expands to right/bottom most limits of the data. I checked conditional formatting and VBA. Didn't see anything. I can't find the answer searching. All of the suggestions are to hide the unused cells or color them manually to grey them out.

It appears the spreadsheet is in Page Break view. Change to "Normal". Changes can be made on the "View" tab on the ribbon.
