Creating a spreadsheet with roll up/dn rows

I would like to know how to set up a roll up or down spreadsheet. E.G. the first 3 rows containing project description and cols with action categories would remain stationary, but all rows below the 3rd row would have the capability of rolling up or down. Would appreciate some basic help, thanks,
