I would like to move the filter arrow in a data list from the right of the text in the header to below the text. Is there a way to reformat the header so that the arrow is on a separate line?

I know of no way to do that, but if you try selecting the headers, click Home. Go to the cells group and select Format. From the drop down select Column width. You might need to experiment with values. 20 often works for me.
It moves the drop down arrow further to the right.

I also don't like the drop down arrow covering part of the header.
The arrow always appears in the lower right of the cells.
I increase the height of the row and position the text at the top of the cells.
