Arrow How to use a formula output as a input to Data Validation

Assume cell A1 has a value of 5 ( Qty in hand ) which is the output from a SUMIF function. In cell B1 I need to enter the issues which should not exceed the value of cell A1. How can I do it. I tried the DATA VALIDATION with custom option =B1<=A1 but dident work. Any solution
