A few days ago I ran into an issue, my mouse wheel will not let me scroll through workbooks.
I can scroll outside of excel sheets including the option menu in excel.
I verified scroll lock, verified no frozen panes, verified no limits on scrolling in my VBA, its odd its every sheet I try to open and I cannot seem to find anything causing the issue.
Does anyone have any ideas?
Haven't had this problem myself, but from what I've read, try something like this:
In Control Panel, find 'Mouse', look on 'Wheel' tab and find a button labelled 'Exceptions'. Enter 'Excel' as an exception - you'll need to point the path to the 'excel.exe' file.
This seems to have worked in many cases. There are a few other suggestions around, but they seem mostly to be for specific mouse types - try searching for 'excel mouse scroll not working' and you'll find them.

If your problem is solved, please go to 'Thread Tools' above your first post and 'Mark this Thread as Solved'.
If you use commas as your decimal separator (1,23 instead of 1.23) then please replace commas with semi-colons in your formulae.
You don't need to give me rep if I helped, but a thank-you is nice.
There is no exceptions button on the wheel tab or any of the tabs in the mouse menu under control panel. Windows 7. My only options on the wheel tab are vertical scrolling (change number of lines / Pages) and Horizontal Scrolling.

I'm using Excel 2016, 64-bit, on Windows 7 Enterprise, and I've been having this same issue for many, many months and still haven't found a permanent solution. My quick work around is to click on to another window (e.g. Word or web browser), or even just on the desktop, scroll the mouse wheel and then return to the Excel window. Then magically I can scroll inside Excel again. I have no explanation for why this works but I hope it may help someone else.
I had this pop up this morning. Mouse wheel scrolls fine everywhere else except this particular worksheet. A save, exit and re open of the file gave control back again.
