Could you please explain better what you are wanting?
Welcome to the forum.
You can use INDIRECT. In your example, this formula will give you SUM(A3+A4) if '3' is in C3 - if you change C3 to '1', you'll get SUM(A1+A4):

If you use commas as your decimal separator (1,23 instead of 1.23) then please replace commas with semi-colons in your formulae.

You can use Indirect function:
=Sum(Indirect("A"&C3)+A4)
