List or Any Value Based on Other Cell Value

Hi

I'm wondering if there is a way of allowing a single cell to be a list or any value dependent on the value in another cell.

For example:

If A2 equals "Yes" then C2 should be a list. If A2 equals "No" then C2 should allow input of any value (no dropdown).

Is this possible? If so can someone please advise how I can achieve this.
