In cell F2, I am trying to get a count formula to tell me how many sites in column A have a start date in B but do not have an actual finish date in column C.
Cell F2 should read:5

Some cells contain the date 1/1/1900.

You can use this formula in F2:
=COUNTIFS(B:B,">0",C:C,"<=1")
