If the total of the row is 0, then no formatting to apply. If the total of the row is greater than zero, format only cells in the row that are 0. Cells that have values must have no formatting. I have attached a sample file.

Apologies, I posted before finishing sentence. If the total of the row is greater than zero, format only cells in the row that are 0 (your file has no formatting in cells with zero values). Cells that have values must have no formatting (your file has formatting in cells with values.
