Looking for conditioned continuing education tracker

I am hoping a spreadsheet like what I am looking for has already been created and I am just not finding it. I am looking to track education workshop criteria based on a condition. For example, I need the person to be completed from the training program with in one year of start date and have lead a workshop at least once a year after completion of the class to remain active. Then there is a second level that says they must have completed the training, and held 2 workshops in the first year then one workshop every other year to remain active.

Can anyone direct me to a spreadsheet like that that was already created so I can look at the formulas?

Currently I have the formula written as if today is less than the anniversary date, then Active, if not then #workshops completed must be greater than 1, if not then inactive. The problem with this is it doesn't account for year 3 ect.... (looks at a second sheet that tracks when all workshops are held and counts how many workshops each leader taught).

for the second level, I have if today is less than anniversary date then active, if not # of workshops completed must be greater than 2, but again it doesnt take into account year 3.
