Auto insert a row to keep consistent spacing

Hi,

I would need help setting up an auto insert of a row.

I'd like to have always 2 rows or more between groups of data without a manual insert. Right now any time I want to add a row bellow a group of data , I do insert a row and all the data is moved below, I would like to achieve what is shown on the jpeg.

I will also have more cities added daily
I will group data manually myself.
If possible prevention of accidental deletion of a row,to keep the 2 row or more of consistent spacing, or a warning when trying to delete it by mistake with : DO you want to eliminate 2 row spacing yes/no.

Thanks, but it doesn;t seem to work for me,
I have macro enabled saved file,
I inserted the code in a module,saved it, but no change when entering new names

Any ideas what I'm doing wrong?
