You need to have one rule for each value in column A.

I have done the first one for you as an example. The formula is

    =$A1=1

and it is applied to all columns containing data. It says that if the value in column A is 1, then use the color as set by the formatting for all columns.

I imagine your next question will be, "Do I really have to have a different rule for each value? What if I have 100 different values?" To do this automatically would require VBA, but that's a lot more work and I'm not going to start that unless that's what you really need.

Is it possible to highlight cells based on odd / even numbers filled in A column?

Yes, that is much easier, but what highlighting do you want?
