Select cells B1:C250 and go to Home|Conditional Formatting>New Rule
Select "Use a formula to determine which cells to format" and enter formula:
=ABS(B1-$A1)=MIN(ABS(B1-$A1),ABS(C1-$A1))
Then go to Format and choose from the Fill tab.
Where there is a will there are many ways.

This seems to work, but as im going through data it starts to highlight both data points even when one number is farther away than A1
Watch the $ signs, that make the references absolute... are you changing those?
