You're comparing Strings ("1") not Values (1) and you have not provided the alternative if I4 <> 1 (or "1") so it takes a value of False by default.
=IF(I4 = 1, 25, "Something Else")
Remove the quotation marks from the formula. Also there are three parts to an IF statement.
=if(criteria, true, false). You are missing the false portion.

If you are dealing with numerical values you do not need to put quotes around them. Try it like this:
=if(i4=1,25,other_value_in_here)
You will need to specify what you want to happen if I4 is not equal to 1.
