Conditional Formatting using the icon sets based on a formula

Hi, i am not sure how to do this but i want to add some conditional formatting to a spreadsheet that will add a green arrow if the branch saw improvement (positive increase) from Q4 2016 to Q1 2017, Yellow Arrow if it was equal to Prior Period and a red arrow if it decreased. I need to be able to sort the branch from top to bottom for each period so i can't just compare the cell to the left because the branch will not always be in the same roBottom Quartile Q1 2017.xlsxw.

Any guidance would be appreciated.
