Display all Data related to 1st dropdown selected if 2nd dropdown is not selected

Hi,

in continuation of my previous post.

here there is one dropdown which selects "West"/"North". and then Next data is displayed in 2nd Dropdown depending on the value selected in Previous drop down. After selecting both , the data is displayed.

But i need to display all data related to first drop down selected.

i have attached my sample file. pl Help
for e.g.

Dropdown1: West and DropDown2: All
