Save Xlsx and xlam to HTMI or any file format without use of Excel

Hi,
I like to find out if this is possible to save xlsx (has data validations, formulas, pulldowns)
and xlam (with marco) files save to HTML, PDF, or any file format that can be opened without
use of Excel. I need the files work as the original file but not loosing the formuas, marco, etc.

I did try an example then saved to HTML, but the pulldown is not working that only displayed
a fixed value.

Maybe there is Excel Reader that supports marco, validation, formulas. I like HTML as well
as PDF because it is very popular without required to install the app.
