Excel 2013 Duplicate Value Functions Not Working

Hello.

I am trying to highlight duplicate values from two columns. I've tried writing my own formulas and tried using the duplicate value function but it does not highlight all duplicate values. My columns are not even. One goes to 1592 and the other 1929. I copied and pasted the alphanumeric values from two different spreadsheets. The original files were .CSV and 2003 .XLS. Maybe that is why I am having problems? I've included screenshots.Duplicate Value Function.docx
