Need to show a blank cell with nested if statement

    Hi

I have created an IF + AND statement and am trying to have a blank cell if two of the criteria that are not satisfied. My formula is:
    =IF(B3="",B2,IF(B3>"",B2&" same as "&B3,IF(AND(B2="",B3=""),"")))

when all the statements are IF then when the criteria is blank the result is that the cell is empty, when I add an AND statement I seem to end up with '0'.

I am hoping that someone has the solution.

I have attached an example to make this clearer.
