Can text boxes perform like comments-expanding when scrolled over?

Using Excel text boxes and shapes, I’ve created a large and complex hierarchy map. In order to make navigating the map quicker, I would like to add a 2nd text box that could be grouped together with the original object that can display a list of prerequisites. I feel that having these displayed at all times would add complexity and make the map harder to navigate, so what I would like to do is have this list hiding until it is scrolled over (like comments in a cell). I’ve attached an example to demonstrate what I’m looking for.

Any thoughts? Is this possible?

Why not use the built-in COMMENT BOX provided for every cell ?

Right click the cell where you want the COMMENT BOX to appear when the mouse hover occurs. It can be the same cell/s where your label is located.
Looking at the image below, I've slid the label down, highlighted all the cells underneath the label's original location, merged & centered those cells, then
right click, INSERT COMMENT.

You can then edit the comment box by right clicking it. Another window appears with numerous possible edits.

When you are done, slide the label back over the merged cells.
