Excel 2013 32bit & Windows 7 64bit - Excel Flickers

**Has been resolved by removing Dropbox for now, we don't need it as a Company program anyways and was waiting for excuse to remove it from users. **

I have a client using using Excel 2013 installed on a HP zBook i7 2.9GHz 16gb Ram and 512gb SSD x 2, Windows 7 64bit, if he opens any file and clicks in the filter tab the drop down will go away and the screen will flicker, you have to try and get the filter fast, if you are lucky and get the filter the arrows appear but when you select the arrow and move toward the drop down the drop down disappears and is repeated, it does not matter the file, any file it happens. I have ran MS OFFcat 2.0 which only found that I disabled the graphics acceleration during testing which didn't help on or off, has all updates per OFFcat and settings good. I wanted to upgrade him but he is not ready yet and i refuse to argue with the check signer
