Convert days in month

hello guys.......

if date 31-10-2017 have 31 days then the date should be 00-11-2017

if date 30-10-2017 have 30 days then the date should be 30-10-2017

if date 29-02-2016 have 29 days then the date should be 00-03-2016

if date 28-02-2016 have 28 days then the date should be 28-02-2016


how to do this.......any help will be appreciated

I think you will never find date format like 00-??-???? (00-11-2017)
you can get the same in text format
