in E3 put this... =IF(AND(A2="quality",A3="delivery"),B2,"")
in F3 put this... =IF(AND(A2="quality",A3="delivery"),B3,"")
drag both down

While Sambo kid's solution gives you the right answer with a minimum of effort I still could not resist the temptation to see if I could come up with a macro solution.

So for what it's worth here is a macro solution for this problem.

...confirmed by pressing CTRL+SHIFT+ENTER to activate the array, not just ENTER. You will know the array is active when you see curly braces { } appear around your formula. If you do not CTRL+SHIFT+ENTER you will get an error or a clearly incorrect answer.
